Dr. Stefanie Frey is the Managing Director of Deutor Cyber Security Solutions GmbH, where she specializes in developing comprehensive strategies and solutions to combat criminal activities in the digital space. Her work serves states, international organizations, and corporations, often in close collaboration with law enforcement and global security agencies. Dr. Frey’s expertise lies in analyzing the geostrategic threat environment and perpetrator groups, with a particular focus on how these dynamics impact Europe and the international community. She conducts high-level geostrategeic threat and risk analysis, deconstructing the modus operandi of perpetrators—including both state-sponsored and non-state actors—to understand the geostrategic influence of global state-aligned groups on European stability. In her role as a certified IT emergency and business continuity manager (ISO 27001, ISO 22301, NIS2, GDPR), she provides strategic counsel on how to become compliant with EU regulation and strengthening organizational resilience.
She worked for several years as the coordinator for the implementation of the Swiss National Cyber Strategyand is actively shaping regional and international cybersecurity policy through work with global organizations. She is a Lecturer at the University of the Bundeswehr for Cyber Crisis Management and Cybersecurity. Dr. Frey holds a PhD from the Department of War Studies at King’s College London and an MBA from the International School of Management (ISM) in Dortmund. She is a widely published author on cybersecurity, the Cold War, and World War II, bringing a deep historical and strategic perspective to modern digital warfare.
